Partly printed document signed ("Abraham Lincoln") as President, issued at New Bedford, Mass., 24 August 1863. 1 page, large folio, papered Great Seal of the U.S., creased, some clean separations along central fold, very minor losses to printed text . Countersigned by Secretary of State William Seward and Lawrence Grinnell, Collector of the Port. SHIP'S PAPERS FOR A NEW BEDFORD WHALING VESSEL. An uncommon four-language document, with four columns of text in English, French, Spanish and Dutch, issued to guarantee safe passage for the American Barque Rousseau , "bound for the Pacific Ocean... for a Whaling voyage..." The Rousseau was one of the more famous New Bedford whalers. Active during the Civil War, she was one of the most productive whale ships, making her last voyage in the 1880s. Lincoln was one of the last Presidents to sign this form of document (technically a sea letter), and the number issued in his term does not appear to be large. See D.L.
