On 17 December 1920 the League of Nations conferred a Mandate of Administration of the territory on His Britannic Majesty, to be carried out by the government in South Africa. The Mandate came into force on 1 January 1923, on which date the first South African stamps overprinted for use in the territory were issued Internal Mail 1916 (21 June)-20 (20 Dec.) envelopes from Aroab (converted from the different town of Arahoab), Keetmanshoop, Swakopmund (3) and Windhoek (used just six days before South African stamps were prohibited from usage in the territory) franked at 1d., 1½d. and 3d. with circular or oval (Swakopmund) datestamps; a clean group with the late use cover scarce
