A scarce pamphlet, with a fine association: the title-page bears a presentation inscription to Benjamin Huntington, a Connecticut jurist and politician who served as a delegate to the Second Continental Congress and as a member of the U.S. House of Representatives during the First United States Congress. Washington's address is dated Head-quarters, Newburgh, June, 1783. It is addressed to "His Excellency Governor Trumbull." Other editions were published the same year with the title: A Circular Letter from His Excellency General [or George] Washington.
