To undisclosed recipient, he acknowledges receipt of their letter, "The subject being one upon which the Commissioners of the Navy are not competent to decide. They have only to return you their thanks for the trouble you have taken in making to them the communication." Boldly signed "Wm. Bainbridge." Bainbridge served three and a half decades in the infant US Navy (1798-1833). He fought in the Quasi-War with France, the Barbary Wars and War of 1812. He was in command of the USS Philadelphia when she grounded off Tripoli and was captured and imprisoned for several months. His later years he served as a Commissioner. Condition: A large toned area in lower part of page. Overall light toning. Still readable.
