"The constitution-makers of Colorado were skilled artificers. It was a noble document, with those errors only which the course of events develops." The address to the voters is a long one, ending with the query: "Who is there among you that would not rather be a citizen of an independent State, than a mere settler upon the public lands of the Territory, governed by satraps appointed and removed at pleasure." This constitution brought Colorado into the Union. Harvard Tercentennial exhibition 7; McMurtrie and Allen 289; Bancroft p. 433.
