"THE HASTE IN THE PREPARATION OF THE BILL IS APPARENT IN MANY OF ITS PAGES" Taft's extensive autograph emendations in these drafts testify to his strong displeasure with the bill before him ("An act to reduce the duties on manufactures of cotton"): "The haste in the preparation of the bill is apparent in many of its pages..." Congress adopted it "without any investigation or information...as to the effect which it will have upon an industry of this country" worth $821 million and employing some 379,000 people. He especially disliked the way lawmakers tacked on provisions lowering duties on chemicals and alcohol imports: "I need hardly dwell on the serious and disastrous change such an amendment would be in its effect upon the internal revenue system of taxing distilled spirits...Could anything be more significant of the kind of information and investigation on which this bill is based?"
