FIRST EDITION, PRESENTATION COPY, inscribed by Sumner on front wrapper: "With the compliments of the Secretary of State." On April 9, 1867, Sumner delivered this speech in the Senate in support of the ratification by the Senate of the Treaty of Cession of Russian America to the United States. The Treaty was ratified on May 28, 1867. The folding map "North Western America showing the Territory ceded by Russia to the United States" is the second issue (May, 1867).
