(1770-1845) was a notable portrait painter who painted many leading figures of the time including Blake, Byron, Faraday, Dalton and Sir John Franklin Romney's letter to Phillips thanks him for "the very liberal and candid memoir which you wrote of my father in Britton's Fine Arts" and continues with comments on his father's painting.
