Of note is a 1992 letter in which Rabin writes "Be assured we are cooperating with the American authorities in connection with the scandal involving Rami Dotan. As you pointed out, there are those who 'delight in increasing U.S.-Israeli tension,' giving the impression that Israel is foot dragging, or has something to hide. This is not the case."
