FIRST EDITION OF THE FIRST GENERAL BLUEPRINT FOR THE PROMOTION OF PUBLIC HEALTH PRESENTED TO AN AMERICAN GOVERNING BODY. The report included 50 specific recommendations on subjects such as the establishment of state and local boards of health, the collection of health data, vaccination, medical training and research, slum clearance and town planning. Plimsoll devoted his career to the reofrm of British mercantile shipping. He insisted on a compulsory load-line (the "Plimsoll line") to stop the widespread use of overloaded ships and the deaths this caused. As a result of this work, a royal commission was established, and a few years later, in 1876, the Merchant Shipping Act was passed to enforce the measures Plimsoll recommended.
