(sight) We find a Joseph Warren Keifer (1836-1932), from Ohio, in the Civil War database. He remained in service after the war, and served as Maj. Gen. of Vols. during the Spanish-American War, finally being discharged in 1899. Second item is a certificate for the formation of a GAR Post 1 of Decatur, Illinois, and names the charter members: Kanan, Steele, Dunning, Pugh, Nole, Bishop, Reibsame, Routh, Sibley, Coltrin, Prior, Toland. Dated 6 April 1866. 9.75 x 13.5 in. (sight). Condition: First with very minor foxing. Second moderately toned overall, with at least one fold. Neither removed from frame for examination.
