Here he explains the fraud, recounts his thwarted efforts to redress the injustice, urges new proceedings to decide the "fraudulent character of this patent of the Milpitas grant" and to prevent settlers from being turned out of their homes, and recommends a law giving the Secretary of the Interior "the means, to defend and protect both the settlers and the government in cases like this Milpitas."
