MONROE, JAMES, President. Letter signed ("Jas Monroe") as Secretary of State to an unidentified recipient, [Washington, D.C.], 26 June 1812. 2 pages, folio, 172 x 310mm. (6 3/4 x 12 in.), slight losses at fold intersections (not affecting text), matted within decorative boarders with an engraved portrait, glazed in a giltwood frame. LAUNCHING THE MARITIME WAR AGAINST GREAT BRITAIN Eight days after Congress declared war on England, James Monroe gives instructions on how commissioned ships are to be paid for their service in the War of 1812. "I send you herewith five commissions, from the No. 281 to 285, inclusive, for such private armed vessels as may be filled out in your district, with a corresponding number of blank Bonds [and] printed instructions, and copies of an act passed this day concerning 'Letters of Marque, prizes, and prize goods.' These you will deliver to such citizens of the United States as may apply for them, agreeably to the law abovementioned [ sic ], a copy of which is enclosed for your guidance. In filling up the Bonds you will particularly observe, that if the complement of men belonging to the vessel is not more than one hundred and fifty, the bond is to be for five thousand dollars, if more than that number, than the... Bond is to be for ten thousand dollars." Monroe favored fighting a maritime war against Great Britain. Many others agreed with him since they believed a sea war would quickly vindicate America's maritime rights, and would also be inexpensive compared to an all out land and sea war.
