Autograph letter signed ("Tho:McKean," with flourish) AS PRESIDENT OF CONGRESS, to Joseph Reed President of Pennsylvania, Philadelphia, 18 July 1780. 1 page, 4to, 235 x 200 mm. (9½ x 8 in.), integral address panel in McKean's hand, lightly browned, enclosed in a fine custom-made brown morocco folding protective case, upper cover gilt-lettered and with large Great Seal of the U.S. . A DECISION CONCERNING FRENCH DESERTERS DURING THE REVOLUTIONARY WAR: A cover letter, dated a week after McKean became President of Congress, forwarding a judicial opinion on a legal matter involving America's principal military ally, France: "Inclosed [not present] your Excellency will receive the opinion of the judges on the questions proposed to council by the judge of the Admiralty respecting a general warrant to search for deserters from French Ships..." McKean (1734-1817), deputy attorney general, and member of the Delaware assembly from 1762-79. He attended the Stamp Act Congress and in 1781 served as President of Congress.
