LINCOLN, ABRAHAM, President . Engraved document boldly signed ("Abraham Lincoln") as President, countersigned by Secretary of the Navy Gideon Welles, Washington, D.C., 21 February 1863. 1 page, folio, PRINTED ON PARCHMENT, orange paper seal of the United States at lower center, elaborately engraved (by the American Bank Note Company) with an American eagle perched on a rock with two sailing ships in background, large calligraphic legend "President of the United States of America," and, at bottom, a large vignette of mermaids, tritons and winged horses above a group of crossed flags, cannon and other military paraphernalia, accomplished in manuscript. President Lincoln and Secretary Welles appoint William C. Nicholson "...a Commodore in the Navy, on the Retired List, from the 16 July 1862..." Naval appointments signed by Lincoln are in general significantly scarcer than army appointments, and one conferring a rank as high as Commodore is very unusual. Nicholson may have been a descendant of the noted naval officer Samuel Nicholson (1743-1811), who supervised the construction of the U.S.S. Constitution in 1798.
