JEFFERSON, Thomas. Partly printed document signed ("Thomas Jefferson"), as President, COUNTER-SIGNED BY JAMES MADISON AS SECRETARY OF STATE, 14 June 1804. 1 page, folio (16½ x 19¾ in.), printed in four columns, accomplished in manuscript, official paper seal at left and notarization by Capt. Kennedy at bottom . A FOUR-LANGUAGE SHIP'S PAPER with text in French, Spanish, English and Dutch: "Be it known that leave and permission are hereby given to James Kennedy master or commander of the Brig called Experiment of the burthen of 145.05 tons or thereabouts, lying at present in the Port of New Orleans bound for Liverpool and laden with cotton & logwood." This elaborate type of document, initially issued in only three languages, was intended to prootect U.S. maritime vessels from seizure by the belligerents (France and Great Britain), by certifying the vessel was American-owned.
