WEIZMANN FACES THE DIFFICULT TASK OF CREATING AN ISRAELI STATE. A very interesting personal letter in which Weizman addresses various concerns about the situation in Palestine. He writes to a friend in Paris, shortly after the Twenty-Second Zionist Congress, the first to convene since the beginning of World War II: "I explained to Léon what had happened at the Congress. He was under the impression that it was all the fault of Dr. Silver ... [but] B.G., Shertok, and some other members of the Mapai have as much responsibility as Silver - or more. One does not expect anything different from Silver, but the behaviour of the Palestinians is beneath criticism." The Mapai, or the Land of Israel Worker's Party, originated as the Zionist Socialist Party in 1930 and was the the most prominent political party before Israeli statehood. Palestine was a British protectorate and the creation of an independent Israel was hindered by that fact. Noting the tensions that existed with the British in the post-war world, Weizmann expresses concern: "Many of us here are waiting to see what will happen at the forthcoming meetings between the British Government and the new Executive. If things go well there, the position may change; if they go ill, we shall be plunged into chaos and bloodshed. It would then be essential to have a responsible group ready to cope with the situation." Weizmann also notes concerns about British policy towards Russia; "Whatever decision the British Government may reach will have to be brought before the U.N., and I am afraid that we shall there meet with opposition on the part of the Russian bloc." Weizmann was instrumental in the creation of the Israeli state. He suggested the Partition Plan which the U.N. eventually adopted and pushed for U.S. recognition of Israel. When the Israeli Government was established, Weizmann became the first president.
