HAMILTON, Alexander. Partly printed document signed ("A Hamilton Secy. Of Treasury"), countersigned by Jeremiah Ohny, Collector of Providence and Ebenezer Thompson of the Naval Office, [New York: Printed by Childs and Swaine], issued at Providence, 19 October 1791. 1 page, folio, accomplished in manuscript, a finely printed certificate, elaborately engraved left-hand border cut in a scallop pattern to discourage counterfeiting , WITH ELABORATE PAPERED SEALS (the emblems of the office of each signatory) at left-hand margin, two small holes at fold intersections. A RARE CERTIFICATE OF REGISTRY FOR THE SLOOP "MERMAID" OF PROVIDENCE. A cornerstone of Hamilton's revenue plan was the careful regulation of all American commercial vessels, to facilitate the government's collection of duties on imports. The registry certificates authorized by Congress (see lot 107 for a copy of the legislation) were printed by the official printers to Congress, and distributed (signed in advance by Hamilton). Here, John White of Providence registers his vessel, the sloop Mermaid , built in Philadelphia in 1789, whose master, ironically, is one "Benedict Arnold." All vessels entering an American port from a non-American port were assessed full duties on their cargo, but certificates like the present, certifying American ownership, drastically reduced (from 50 cents to 6 cents a ton!) the duty charged. This proved a strong stimulus to American maritime entrepreneurship. REGISTRY CERTIFICATES SIGNED BY HAMILTON ARE SURPRISINGLY UNCOMMON, and no example of this certificate is noted in D.L. Stein's quite comprehensive, American Maritime Documents , 1992.
