HAMILTON, Alexander (1755-1804), Politician . Letter signed ("Alexander Hamilton" with large paraph) as Secretary of the Treasury to Thomas Smith Commissioner of Loans in Philadelphia , "Treasury Department," 8 February 1791. 2 pages, 4to, integral address leaf (one stain), small fold separation, WITH FREE FRANKING SIGNATURE: "Alexander Hamilton" on address panel. FUNDS FOR THE INVALID PENSIONERS. A circular letter from Hamilton, communicating estimated quotas under provisions of a recent Act of the Second Congress: "Provision is made for the payment of Pensions to Invalids for the space of one year, commencing from the fourth of March last, under such Regulations as the President should prescribe. The President [Washington] having signified to me his pleasure that the business in your state may be committed to your management." These payments, he explains, "by the estimate respecting your state, will require the sum of 16,767 Dollars & 45 Cents...The allowance for your trouble will be two per cent on what you pay." The Act of Congress of 16 July was the first of its kind, formulated to provide for the significant numbers of invalid veterans and civil servants.
