GRANT'S PLAN FOR THE RE-ORGANIZATION OF THE UNION ARMY Grant's important retained draft of a very detailed plan for the reorganization of the enormous Union army in the wake of the end of the Civil War. The plan, entirely in Grant's hand, calls for the division of the country, including the defeated South, still under military occupation, into fifteen geographical departments; commanders are named for each. In part: "Present arrangement of Mil. Divis. and Depts is hereby discontinued, and the following geographical division and Commands substituted. 1st. Dept. of the East, Hd. Qrs. Phila Pa. Maj. Gen. G.G. Meade to command will embrace the New England states, New York, New Jersey, & Pa. 2d. Dept. of the Lakes, Hd Qrs. Detroit, Mich, Brig. & Bvt. Maj. Gen. J. Hooker to command will embrace the states of Ohio, Michigan, Indiana, ILL. and Wisconsin. 3d Dept. of the Potomac, Hd Qrs. Baltimore, Md, Brig. & Bvt. Maj. Gen. J.M. Schofield to command, will embrace the states of Delaware, Md, Va, W.Va. IV Dept. of the South, Hd Qrs. Charleston, S.C. Brig. & Bvt. Maj. Gen. W.S. Rosecrans to command, will embrace the states of North Carolina & South Carolina. V Dept. of the Tenn., Hd Qrs. Nashville Tenn. Maj. Gen. G.H. Thomas to command, will embrace the states of Ky. Tenn. Ga. Ala. & Miss. VI Dept. of the Gulf, Hd Qrs. N. Orleans Maj. Gen.l. P.H. Sheridan to command, will embrace the states of Fla. La. & Texas." The remaining nine commands include the Departments of the Platte, of California, of the Columbia, and several special commands, one under W.T. Sherman.
