Though the main subject of the image is the building at center, other signs and buildings are partially visible as well. Preston Bierce Plumb (1837-1891) was born in Delaware County, Ohio and died in Washington, D. C. Plumb enlisted in the Union Army in 1862 and served as second lieutenant during the Civil War. He was elected to the United States Senate in 1877 and served until his death.
