Decree issued by the interim president of Mexico as the invasion of the Mexican heartland was underway during the conflict between the United States of America and Estados-Unidos Mexicanos. Anaya became "substitute president" following the fall of Veracruz to the U.S. on March 29, 1847, when President Santa Anna stepped down to take command of the army. The text reinforces the determination of the Mexican government and congress in fulfilling the sacred purpose of saving their nationality, and carry forward the war that the government of the United States of America makes against the nation. There are seven articles, beginning with the statement that the supreme government of the union is empowered to dictate the necessary provisions in order to carry out the war, defend the nationality of the Republic and save the Republican, popular federal form of government under which the nation is constituted. Article 2 states that the preceding article does not authorize the executive (President) to make peace with the United States, conclude negotiations with foreign powers, nor dispose of all or part of the territory of the Republic. The third article makes clear that the executive is not empowered to enter into colonization contracts. We could find no copies in OCLC.
