The document reads: I hereby authorize and empower Alexander Donnan as my attorney to collect for paymaster Charles Wallach, or from the CONFEDERATE STATES OF AMERICA, all money which may be due to me as Private in Co. C 5th Virginia Battalion and as Lieut in same Co. and I authorize him to grant all proper receipts for the same. Given under my hand & Seal this the 28th of Septr 1864 Tho. E. Shands (Seal) City of Petersburg to wit This day Thomas E. Shands personally appeared before me and acknowledged the foregoing as his act & deed. He was elected 3rd Lieutenant on 5/1/1862. MAJOR CHARLES S. WALLACH was Post Quarter Master at Petersburg. He opened his paymaster's window on Sycamore Street near Lombard in downtown Petersburg. Condition: Dark ink on partial sheet of ledger paper. Bit ragged where torn along bottom edge. Otherwise good condition.
