A rare group of Corfu printing from a troubled period in the island's history. The first work lays out plans for the judicial system of the island, giving regulations for both civil and criminal procedures. It was drafted by the Senate of the semi-independent "Septinsular Republic", originally a vassal state of Russia, established in March 1800 with Corfu as its capital, and ceded to France under the secret articles of the Treaty of Tilsit on 7 July 1807. In order to gain this concession, Napoleon specifically stated that he would recognise the independent senate, and not alter the islands' existing judicial system. Despite the apparent independence of the republic, however, the tentative tone of the preface by the president of the senate makes it clear that Napoleon's orders will be obeyed, and that the draft is subject to "quelle modificazione che la MAESTA SUA stimera opportuno di portare . . . alle quali il Senato sarà ambizioso di assuggettarsi". At the end of the draft is printed an extract from a letter to Napoleon by the Imperial Commissar to the islands, Julien Bessieres, asking the Emperor to approve the plans without delay, to maintain public order. The second document, also issued by the senate, is even less independent in tone: in the name of Napoleon it approves a notarial system for the Ionian islands, to be controlled and supervised by the French. The third document, approved by Lesseps as the Imperial Commissar for Corfu, details the responsibilities of municipal councils. Cf.
