BLACK TROOPS AND SOUTHERN RETALIATION. The problem of prisoner exchange and Southern treatment of captured black soldiers was among the most bitter and deadly differences between North and South. The House Resolution of 13 January 1863, declares Union General Ben Butler "a felon, deserving of capital punishment," and empowers anyone to summarily kill him on sight. In answer to the Lincoln administration's refusal to extradite a Union officer for murdering 10 Southern civilians, one resolution here urges that the next ten Union officers taken prisoner "be immediately executed without regard to rank."
