This Dail �ireann was the illegal Second Dail Eireann reconvened by de Valera in 1922 and abandoned by him in 1927 after he had founded the Fianna Fail Party. Those who remained in this Dail Eireann and in the Sinn F�in Party after the departure of de Valera attempted to justify the all-Ireland republican policy of 1919 against the claims of both the Free State and British governments. This appeal to Frank B. Kellogg, the American Secretary of State, was part of that policy. Similar statements were presented to Ramsay MacDonald, Prime Minister of England, in August 1929 and to the Pope in December 1929. Finally, in 1938 this body of Dail �ireann delegated its authority to the Army Council of the IRA. This statement, therefore, provides a rare insight into a particular republican ideology.
