ONE OF THE KEY WORKS IN CATHERINE'S REFORM OF PROVINCIAL GOVERNMENT, promulgated in the aftermath of the Pugachev Uprising. The Empire was divided into provinces and districts on the basis of population statistics, and the allegiance of Nobles was shifted from the central to the local government. In these reforms she made many provisions for improving living standards in the provinces, for instance demanding that each provincial capital have a hospital, and that each county with more than 20,000 inhabitants should have a doctor, a surgeon, and assistants. The edicts in these two works include the declaration of war against the Ottoman Empire; the announcement of Catherine's successful vaccination for smallpox and the ensuing celebrations; decrees improving the postal service, the founding of a new War Ministry and Court Council, and various others including regulations on the price of alcohol, and imports from France.
