AMERICAN REVOLUTION]. GREENE, Nathanael (1742-1786), General, Continental Army . Letter signed ("NathGreene QMG") as Quarter Master General, Continental Army, to Ephalet Bowen, West Point, [New York], 13 September 1779. 1 page, 4to. Fine condition. Matted with a portrait, glazed in a fine giltwood frame. Unexamined out of frame. PROVIDING FOR THE RHODE ISLAND GARRISON. Greene orders Deputy Quarter Master General Bowen "agreable to the inclos'd Resolves of Congress" [not present] to "wait on General [Horatio] Gates for his instructions, and follow his direction in building the Barracks to be erected in the State of Rhode Island; exerting yourself to have them completed in season." Gates (1728-1806), the putative victor of Saratoga, had been elevated by Congress to the post of President of the Board of War, but after the exposure of the Conway Cabal had been sent in April 1778 to head the Northern Department. Following its unsuccessful attempt to dislodge the British army from Newport, the Continental army detachments there had settled in for the winter, necessitating construction of the barracks mentioned in the present communication. After the disastrous winter encampment at Valley Forge (1777-1778) Greene, a Rhode Island Quaker--was to prove himself in the end to be Washington's most reliable commander--reluctantly accepted the post of Quarter Master General. Based at West Point, Greene performed admirably in that thankless role until named commander of the Southern Department in October 1780, after Horatio Gates' ignominious rout at Camden.
