Niglas, Surgeon in Chief of the Cavalry Div. 16th Army Corps certifying that a Mr. Williams of Memphis, TN is too old for service in the U.S. Army and has health problems resulting from typhoid fever. On the envelope is a note in Lincoln's hand, "Is this case of a class which can be adjusted now? & if so is it so presented as to be ready for a [sic] adjustment? A. Lincoln / Feb. 7, 1864." Condition:Light soil to envelope, with light, even toning. Letter with usual folds and same soil & toning. Overall very good condition.
